This is because cvsweb uses the output of "rlog", and when
people put the output of "rlog" into their log messages, cvsweb
can't deal.  The only solution for this that I can think of is
to parse the RCS files myself, since that's the only place to
get unambiguous representations of the log messages.  This is
on the todo list.
