Don't declare some types that FreeBSD incorrectly declares. Fix an incorrect call to open() (missing mode). ANSIfy prototypes. Enable SysV message queue, semaphore, and shared memory tests. With exception of the workaround for union semun, these fixes have been committed to NetBSD.
