I have a similar issue. When --with-pcre-regex= is set to ${LOCALBASE}
phpinfo() tells me I have PCRE Library Version 5.0 13-Sep-2004, however
when that config option is set to nothing phpinfo() returns version 7.8.

Is it possible there is a stray file somewhere from php5-pcre module
that could cause this?
