Subject:   Packages in the CD's

I downloaded FreeBSD 4.3 Release, and installed everything
fine. 

But I was looking around on the cd, and found that the
Apache package was missing, as well as the mysql-server
package.

I went back to my 4.0 and 4.2 cd's and there they (Apache
and mysql-server) where. Why the descrepency? License
changes? Something about the way the FreeBSD team included
packages depending on the version number?
