This isn't the first time this has been brought up. The real question
is - how many people care? From what I can tell, most people just cram
everything into /usr/local, and forget about it. So long as LOCALBASE
is supported, it's not a big deal.

I don't think wanting "truly local" X stuff somewhere distinct from
X11BASE or LOCALBASE requires that X11BASE move. If someone wants to
split the "ports" X utilities from the "local" ones, there isn't a
traditional place for local ones - other than /usr/local. Just moving
LOCALBASE frees that.

However, other large ports and collections of ports have their own
subdirectory of LOCALBASE, so doing this makes the X stuff a better
fit with other ports in general. If a reorganization on the order of
moving the default LOCALBASE is being considered, looking at moving
X11BASE to LOCALBASE/X11R6 at the same time makes a *lot* of sense.
