Gimme iijppp and a Hayes ESP card and I reckon we could come pretty awful
close.  You also forgot to mention that compression in the P50 costs extra.

Horses for course; if you can afford the P50, it's a wonderful thing.  If
you're on a budget, an ISDN modem will give you similar functionality
for less cost.
