Same problem for 

gnu/libexec/uucp/sample/Makefile -> /etc/uucp/
gnu/usr.bin/send-pr/Makefile -> /etc/gnats/freefall
usr.bin/file/Makefile -> /etc/magic

share/termcap/Makefile  shouldn't remove /etc/termcap
