Give these hosts a try:
ftp2.de.freebsd.org
ftp4.de.freebsd.org
ftp11.freebsd.org
ftp.cz.freebsd.org
Pick one with good network response and availability (some hosts
need to restrict how many rcync's are allowed concurrently because
the rsyncd processes get large).
