A few days ago I posted a similar message to this mailinglist asking why sshd couldn't find sshd_config wether I placed it in its original location (/usr/local/etc) or in /etc/ssh. I just noticed that my system attempts starting sshd twice upon startup; once in the 'loading standard daemons' and once in the 'local package initialization'. I don't remember the order of those two loads, however the first one complains it can't find /etc/ssh/sshd_config and the second one works just fine.
