Its written by Matthias Ettrich, with contributions from others. These developers are coming out with new releases all of the time (ftp://ftp.via.ecp.fr/pub/lyx/devel/), with the latest carrying versions number like 0.9.x . I'm running 0.8.6 which is supposedly the current "stable" release. The impression that I get is that this is not the same thing as the LyriX to which you refer.
