Err, the problem was there since at least I first tried to "make buildworld=
".
If you happen to have a custom termcap(5) database in /usr/share/misc which
doesn't provide a description for the "dumb" terminal, or don't have one at
all, the build fails.

The problem was partially fixed in share/termcap/Makefile,v 1.13, and I've
just completed the fix in revision 1.17.
