Actually, I heard somewhere (ahem) that either San Francisco<>Sacramento or 
Sacramento<>Willow Springs is the most congested link on MCINet.  Which is an 
impressive feat, given that most of MCI is extremely congested.  They claim to 
be upgrading to OC3, which will give a little relief but not for long.
