You seem to have forgotten to describe the problem.  Is it that the 
modem doesn't know the DTR speed ?  To fix this, you can simply 
connect to the modem at the correct speed (19200 is a bit low isn't 
it?) and do a few ATs.

Of course it's possible that your modem doesn't support a dtr rate of 
19200.  57600 or 115200 is probably more standard.
