If you have a ppp connection, you can do the same thing by turning off your modem, and starting a "ping" to bring the link up. Pretty quick way to screw your system. You should look at the underlying problem, which is probably hardware. Are you using a 10/100 card, supposedly in 100 mode, supposedly it's being autodetected? A number of cards have problems with this; Doug Ambrisko would be able to fill you in...
