Even as a longtime FreeBSD user (since 5.x) it sometimes confuses the heck = out of me what you need to get some graphics functionality working! If xf86-video-ati-18.1 requires drm-kmod, shouldn't it depend on it? Or if that is not possible because some graphics cards might not need it, at least a pkg-message like "Depending on your hardware, this driver might *require* the drm-kmod port."
