You need to choose the german layout in the installer; "bsdinstall" can also be used to set the keyboard layout of the _installed_ version, or you simply add keymap="german.iso.kbd" to the /etc/rc.conf file. You can use the interactive keyboard map chooser # kbdmap as well.
