I'm not trying to be argumentative, but what you are saying is
flatly contradicted on http://www.freebsd.org/ports/, where it
says:

  "Please install one of the following depending on the release
  you are running. [...] That should enable you to use all the
  ports listed here."

There is no mention on that page of using cvsup (or ftp) to update
bsd.port.mk as a requirement for building ports.
