The tuner API is pretty adhock...  And I'd say that the kernel is the
wrong place to be putting that sort of thing...  I did my HDTV driver
w/ minimal kernel support, and all the tuning is done via userland...
I have a python module that interfaces w/ the HDTV capture card, that
does tuning and capturing.
