I know for a fact (don't ask) that if you cvsup your sources from freefall, those sources will try to install the bogus rsaref code, even if your USA_RESIDENT is set to "NO" in /etc/make.conf, whereas the right thing happens if you use USA_RESIDENT=NO when building from internat sources.
