I was fooling around with that problem this weekend. I was wracking my brain to no end when I stumbled onto a small box under the desktop configuration that said align icons vertically on desktop. I unchecked that, and was then able to save my icons wherever I wanted. Sorry I can't give you a more specific answer, but I'm at work right now and don't have my system in front of me.
