This answer fixed me right up.

I just had to reply back to the group though.

This just shows how impressive the freebsd user group is.  I posted this
message, and had
a working fix in no more than 5 minutes.  I can't get that kind of support
out of any of my
commercial vendors.  Thanks to one and all, you've really made my day!

Look for a /etc/nologin file. Remove it and you should be fine. How
did you shutdown before the upgrade?
