I went back to my system which uses a cu= stom kernel config and began testing. My configuration file includes RSS which is not part of the GENERIC config: options PCBGROUP # Distributed Protocol Control Block Groups options RSS # Receive Side Scaling When I commented out RSS and PCBGROUP (required for RSS) and rebuilt the kernel, I had no trouble with ssh/nc TCP connections.
