I looked into the source and there´s <net/if_sppp.h> included.... ...and it´s really there, in /usr/include/net. Pragmatic solution for me: I use 'spppcontrol' from the core-OS (FreeBSD 3.2-STABLE) in /usr/src/sbin - it works.
