The same thing is happening to me, but various things have stopped me from finding out more - the worst of which is that I think the machine in question has some dodgy memory :-( I find that killing/restarting isdnd clears the problem too (I can't get to the cable to try removing/attaching it very easily). Bringing up the second B channel reliably causes the problem for me - the first time it works, but once it disconnects, only restarting isdnd will make the second B channel functional again.
