I thought it was "Superuser BINaries".  (see /usr/sbin)  

hier(7) reports:

    /sbin/   system programs and administration utilities fundamental to
             both single-user and multi-user environments

or, for /usr/sbin:

 sbin/     system daemons & system utilities (executed by users)
