I am no expert but I also came across this error and believe it needs to be
patched in textproc/pikepdf rather than print/pdfarranger as it appears the
devel/py-packaging is actually a run depend there.

In jbig2.py in pikepdf there is a import packaging.version which would depe=
nd
on py-packaging.
