It means that ppp can't detect carrier one second after the end of 
your login script.  This *may* be due to slow hardware, in which case 
you can ``set cd 3'' to wait for 3 seconds.

In reality, I'd guess that the problem is that your cable isn't all 
there (no carrier line, or if you're using a null-modem, carrier 
isn't attached to DTR on the other end (I think this includes most 
``laplink'' cables)).
