It can be found here: http://people.freebsd.org/~swills/mod_pagespeed.shar It uses a custom distfile that I made. If anyone is interested I can share the shell script I used for that. The icu stuff needs to be cleaned up, one of the patches is a copy of a file from the icu port. It builds and passes tinderbox with the exception of a leftover httpd.conf. The /var/modpagespeed dir needs to be corrected in the pagespeed.conf and the permissions on /var/modpagespeed need to be fixed, but after doing that it seems to work correctly. So, there is a bit of cleanup to do, but I thought I'd get it out there for feedback.
