If don't want use this feature, you trying following 
Manualy:
# mkdir /usr/share/locale/zh_TW.BIG5
# cp /usr/share/locale/US-ASCII/LC_* /usr/share/locale/zh_TW.BIG5

# cd /usr/src
# make installworld
