I suspect this is the cause of your problems. In general, these days, you probably don't want to be running a telnet server anyway, even if it is firewalled - expecially when your firewall rules simply denies all connections to it from anywhere, there is no point in running the server. You also have a spelling mistake in your rules: "ayy" should be "any".
