The Electronic Privacy Information Center surveyed national governments
about their laws and policies on cryptography.  They found that a few
countries have restrictions on the importation or use of cryptographic
software, and that some enforce these restrictions.  Keeping the crypto
stuff separate would be a convenience for FreeBSD users (if there are any)
in such places.

Here are some excerpts from the EPIC report, which is online at
http://www.epic.org/Reports/crypto1999.html:

Belarus "restricts the manufacture, maintenance, and use of
cryptographic products. Licenses are required"

China "an application must be filed and a license obtained in
advance by corporations approved by the State to engage in the
business of importing and exporting encryption products."

Israel "has comprehensive regulations regarding the export, import,
and domestic use of encryption products."

Kazakhstan "controls both the import and export of cryptographic products."

Mongolia "There are import controls and domestic use controls on cryptography."

Pakistan "encryption hardware and software must be inspected"

Russia "prohibits the import of cryptographic products without a license."

Saudi Arabia "prohibits the domestic use of encryption."

Slovakia "regulates the import of cryptography. Import licenses
are issued by the Ministry of Economy."

Tunisia "value-added telecommunications service providers must
first obtain authorization to encrypt communications. Encryption
keys must be deposited with the government."

Venezuela "officially prohibits both the import and domestic use
of encryption products and software for non-government use.  The
Judicial Technical Police, the chief criminal intelligence agency
in the country, monitors networks for encryption use."

Vietnam "strictly controls the import, export, and domestic use of
cryptographic products."
