You will be able to use the currently available infrastructures for OS updating, as well as for building the software, which would _not_ be available on 8.3 natively. When you have someone to setup the system and temporarily attach a "console-to-Internet adapter" (maybe the installation already offers one of the common solutions?), providing the installation image and performing the installation should be easy.
