The fact that it is located in the /pub/gimp/unstable directory on ftp.gimp.org should be a hint that it's not considered ready for public consumption, and it does indeed seem to be quite unusable (there are serious problem with the toolbox layout; the color and pattern selectors appear and disappear randomly when the toolbox is resized.)
