It builds ok.  It links fine.  Commit it.

I like this change a lot.  It makes the links to the individual
pgpkeys more `persistent', and easier to remember.  The links will
work for retrieving the key of, say `dougb', this week, next year and
several decades afterwards.  Cool! :)))
