Still, the solution is easy:

Download the ports tree snapshot as a tar from https://cgi= t.freebsd.org/ports/

Choose a tag, and a format. I suggest 12.4-eol so just fetch

https://cgit.freebsd.org/ports= /snapshot/ports-12-eol.tar.gz

rm -r /usr/ports
then untar the downloaded tar file into place.
