Use SYMPA: http://listes.cru.fr/sympa/

It can handle Oracle/PostgreSQL/MySQL/LDAP/... subscribers lists, you get a
powerful web front-end, can do SQL includes, email commands, in a stealth mode
for subscribers, or not, and much much more (web templates, customizing, virtual
mailing domains, ...).

Actually I never saw any so-far-achieved mailing list manager at this time.

Of course, it's free. Under GPL. Well documented in english, and comes with a
lot of languages catalog ( http://listes.cru.fr/sympa/features.html ).
