You need networking up and your DNS servers in /etc/resolv.conf. Try 'ping pkg.freebsd.org'. If that doesn't work, then fetching packages will certainly not work. PACKAGESITE is an environment variable that pkg uses. You shouldn't need to change it unless you are trying to do something fancy. Also, it appears that you were not running as root.
