It does already install to /sbin at least in -CURRENT.  The source still
resides in /usr/src/usr.sbin/sysctl, but /usr/src/usr.sbin/sysctl/Makefile
contains (note BINDIR=/sbin):

PROG=	sysctl
MAN8=	sysctl.8

BINDIR=	/sbin

Real Programs don't use shared text.  Otherwise, how can they use
functions for scratch space after they are finished calling them?
