I just put up a fairly-well-commented ftpaccess file for wu-ftpd
users which you can get to from http://world.inch.com .  Maybe the
problem is in there, because both 2.1.7 and 2.2.2 ports of wu-ftp
worked out-of-the-box for me (with a custom-built ftpaccess and 
ftpconversions file).
