It doesn't waste many. It uses all the sectors but allocates too many inodes in the last cylinder group. The allocation is bizarrely wrong for 2880-sector floppies with the default newfs geometry of 1/1/4096. This is fixed in 4.4BSD/Lite2. Bruce
