I found something strange when I use master site group rules
I had to explicitly write down

DISTFILES=	${PORTNAME}-${PORTVERSION}${EXTRACT_SUFX}:group1 \
		${PORTNAME}-${PORTVERSION}${EXTRACT_SUFX}:group2

If not, "make fetch" failed ...

Is this bug or feature ?
