Additionally, based on
https://docs.joomla.org/What_version_of_Joomla!_should_you_use the Joomla 3.x
series sets end of life of each minor release when the next minor release is
out.  So naming this www/joomla31 can probably be clarified as www/joomla3
where it will follow the latest Joomla 3.x release.
