Does FreeBSD boot fine from a cold boot as well?  We don't do anything super
special on the APs during shutdown.  One thing you can try perhaps is changing
the enable_intr() in sys/amd64/amd64/vm_machdep.c cpu_reset() in the #ifdef SMP
code to a disable_intr() instead.
