Makes Python, RabbitMQ and Redis optional

Hello,

As I'm not using Python, RabbitMQ or Redis anywhere, I would prefer to not
compile them and not have them as dependencies for OpenSIPS.

Please find an attached patch to make them optional. To not break OpenSIPS =
for
current users, this three options are "on" by default.
