Problem is quite easy -- of course %delay% is expanding as expected, but it require to run src/contrib/top/Configure scirpt. But in FreeBSD buildworld process this step is avoided by adding already generated "top.local.h" file to src/usr.bin/top. Anyway -- we need to fix it and we have two points how to do it: 1. fix manpage to reflect 2 sec. timeout. 2. fix top.local.h to reflect documented 5 sec. timeout.
