You must use the poorly-documented "DPMS" option of the monitor section
of the XF86Config file.

Eg:

Section "Monitor"
    Option      "DPMS"
...

I asked XFree86 to make that the default a couple of minor versions
ago, but I suppose they have more important things to work on.
