A P-166 should be able to handle that easily for your 2MB connection, unless the ruleset is unusually complex (many hundreds of rules), or if the machine is also acting as a gateway with a very large routing table. In either case, you may want to increase the amount of physical RAM to reduce/eliminate paging.
