I'd suggest to first ask on this list (freebsd-questions@) and
maybe divert to a different list if this is indicated or recommended
by the answers you'll receive. Potential lists are:

freebsd-net@ (if it becomes clear that it is networking-related)

freebsd-ipfw@ (if you're going to be specific toward IPFW)

freebsd-pf@ (if you're going to be specific toward PF)
