I'm still just beginning to learn how the driver works, and haven't even
touched the documentation I found about IDE CD-ROMs yet, but maybe someone
can tell me what _may_ be happening.

When FreeBSD boots, the CD-ROM device is always recognized (?), but the
wcdattach sometimes fail. The examples below (from /var/log/messages):
