QGIS update to 2.4.0

What this patch for graphics/qgis brings

- update from 2.2.0 to 2.4.0
- USES=compiler has to differentiate between OS 10.0 and lower
- no qgis.g.info file (it is an grass component)
- include files for mapserver option
- pkg-plist supplemented with new grass entries


The new QGIS version brings majorly some new features:

- Multi-threaded rendering
- Color preview modes in composer and map canvas
- New expression functions
- Copy, paste and drag and drop colors
- Label features multiple times
- Improvements to composer picture items
- Predefined scales mode for atlas maps
- Improved attribute tables in composer
- General composer improvements
- Improvements to HTML frames in composer
- Shapeburst fill style
- Option to shift marker line placement
- New Inverted Polygon renderer
